Abstract

The Indonesian National Army performance in 0618/BS Military District Command of Bandung City is influenced by many factors. The purpose of this research is to find out the most dominant factors influencing the Indonesian National Army performance in 0618/BS Military District Command of Bandung City. The method of this research is the mixed method that the researchers use two methods, namely quantitative and qualitative methods. The techniques of data collection are observation, questionnaires using Likert’s scale, interview, and literature study. In this research, the researchers analyze five factors, namely personal factor, leadership factor, team factor, system factor, and contextual factor. Based on five factors, the results of the analysis indicate that the most dominant factor is the personal factor. It means that the Indonesian National Army is an idealized work and the members of the Indonesian National Army happily conduct the work. Moreover, the second factor that dominantly influences the performance is the leadership factor. It means that the leader mostly influences the Indonesian National Army performance in 0618/BS Military District Command.Keywords: Employee Performance, Performance Factors, TNI.

Abstract

Training is an effort to improve knowledges, skills and attitudes in improving performance, quality, and productivity. In this case, the government determined a mentoring program, namely Center for Integrated Services Small and Medium Micro Enterprises and Cooperatives in Cianjur Regency, in order to develop the small and medium micro enterprises and cooperatives. One of the Center for Integrated Services in guiding the development of the small and medium micro enterprises and cooperatives is training for the small and medium micro enterprises and cooperatives to improve the human resources. The purpose of this research is to describe the function of training in Center for Integrated Services Small and Medium Micro Enterprises and Cooperatives in Cianjur Regency. The theory of this research stems from Robinson’s theory, including at least four dimensions, namely training, skill, attitude, and benefit. This research uses descriptive method. Respondents of this research consist of 20 participants of training. The data is collected by using observation, interview, and questionnaire. The data collected by questionnaire is analyzed by using the Weight Mean Score formula to count the mean score. The result of this research indicate the mean score 4.08, included in the good criteria. Therefore, the implementation of training function in Center for Integrated Services Small and Medium Micro Enterprises and Cooperatives in Cianjur Regency influences the improvement of the training participant competence. Although there is the influence of the training on the attitude and quality necessarily improved in order to develop the small and medium micro enterprises and cooperatives in Cianjur Regency.Keywords: Training Function, Integrated Services, Small and Medium Micro Entreprises.

Abstract

This study aims to describe the managerial skill of district head to improve the civil servant performance in Ciawi District Bogor Regency. There are four managerial skills necessarily mastered by district head, namely conceptual skill, administrative skill, human relationship skill, and technical skill. The performance of civil servants consists of quality of work, pomptnees, initiative, capability, and communication. The method of this research is associative-quantitative in order to statistically test the relationship of variables by using Rank Spearman Correlation with SPSS version 18. The result of this research indicates coefficient correlation of the managerial skill of district head to the civil servant performance 0.699, categorized as strong. By t-test, it is gained t-counted 5.948 and t-table (N=27) 2.886; t-counted > t-table means that Ho is rejected and Ha is accepted. There is a strong relationship of managerial skill of district head to the civil servant performance. Coefficient determination indicates 48.8% that means contribution of the managerial skill of district head to the civil servant performance 48.8%. By counting Weight Mean Score, the managerial skill of district head gains the mean score 4.15 categorized as good. The civil servant performance gains the mean score 4.15 categorized as good.Keywords: Managerial Skill, District Head, Civil Servant Performance.

Abstract

Public service is a form of services provided by the bureaucracy or government to the community as the service user. Implementation of the public service is intended to fulfill the needs in accordance with the wants and expectations of the community. The purpose of this research is to find out the service quality provided by the civil servants in Samsat Cibadak Sukabumi Regency. The service quality can be measured on five dimensions, namely tangible, reliability, responsiviness, assurance, and empathy. This research uses the descriptive-quantitative methods. The population of this research is 1653 service user community and the sample is 96 respondents. Data is collected by using the observations, interviews and questionaires. Then, data is analysed by using the Weight Mean Score (WMS) to count the mean score. The result of this research indicates that the evaluation of respondents on the service quality in Samsat Cibadak Sukabumi Regency gains the mean score 3.8 categorized as good.Keywords: Bureaucracy, Public Service, Service Quality.

Abstract

This research is aimed at analyzing the influence of implementation of government internal control system on the organizational performance in Post-Harvest Agency, Ministry of Agriculture. The government internal control system is measured on five dimensions, namely control environment, risk evaluation, control activity, information and communication, and monitoring. The the organizational performance is measured on five dimensions, namely productivity, service quality, responsivity, responsibility, and accountability. This research uses the analytical-quantitative method. The samples of this research are drawn 58 respondents from 137 civil servants in Post-Harvest Agency. The data of this research is collected by using observation, interview, and questionnaire. The data is statistically analyzed by using Weight Mean Score, Spearman Rank Correlation, and Coefficient Determination. The results of this research indicate three findings. Firstly, the analysis by Weight Mean Score indicates the mean score of implementation of government internal control system 4.09, categorized as good and the mean score of organizational performance 4.19, categorized as good. Secondly, the analysis by Rank Spearman Correlation gains the coefficient correlation 0.566 that has a middle relationship of implementation of government internal control system to organizational performance. Thirdly, the analysis by Coefficient Determination indicates that the influence of implementation of government internal control system contributes to organizational performance 32.0%.Keywords: Organizational Performance, Monitoring and Evaluation, Government Internal Control System.

Abstract

The organizational capability of the Local Office of Agriculture and Food Plantation for improving the rice commodity production in Subang Regency year 2016-2018 had not been suitable yet with the plan of the Local Government of Subang Regency as regulated in the Local Regulation No. 14/2014 concerning the Local Middle Term Development Plan of Subang Regency Year 2014-2018 in order to increase the rice commodity production from 1.1 million ton to 1.6 million ton. The aim of this research is to describe the organizational capability of the Local Office of Agriculture and Food Plantation for improving the rice commodity production. The method of this research is descriptive. This research uses the primary and secondary data. The data of this research is qualitatively analyzed. The results of this research indicate that the organizational capability for improving the rice commodity production could not develop the new irrigation and optimize the rice field land yet. Moreover, the rice plantation time planned three times a year was not achieved because of the lack of water supply. Consequently, the achievement of rice commodity production in last 2018 was only 1.3 million ton. The knowledge and skills of the civil servants at field could not be practiced yet. The organizational capability had not been suitable yet with the program of irrigation reconstruction and the supporting infrastructures. Therefore, the Local Office of Agriculture and Food Plantation and other local organizations related to the agricultural sector had not optimally co-operated yet.Keywords: Organizational Capability, Rice Commodity, Agriculture and Food Plantation.

Abstract

The main problem of Cibitung’s Community Health Center in Sukabumi Regency is the lack of service quality caused by human resources, facilities, and referrals that have not been optimal yet. The research aims to analyze the influence of service quality on patient satisfaction. The method of the research is the quantitative approach with associative method to analyze two variables, namely service quality and patient satisfaction. The results of the research indicate that the validity and reliability tests are valid and reliable with value of r table 0.195. The results of questionnaire data processing and the answers of respondents regarding service quality show the effective criteria 82.4%. The results of questionnaire data processing and the answers of respondents regarding patient satisfaction show the effective criteria 81.4%. The t test indicates that value of t > t table is obtained (11.955 > 1.988). It means that there is partially a significant influence of service quality on patient satisfaction, then Ho is rejected. The correlation analysis of R obtains 0.772, indicating that there is a strong relationship of service quality to patient satisfaction. The result of coefficient determination obtains R square score 0.596 or 59.6%, therefore the contribution percentage of service quality variable to patient satisfaction variable is 59.6%, included in the high effective criteria. The conclusion is that there is a strong influence of service quality on patient satisfaction in Cibitung’s Community Health Center of Sukabumi Regency.Keywords: Facilities, Patient Satisfaction, Service Quality.

Abstract

The aim of this research is to describe the competency of human resources, namely civil servants, and the obstacles faced by the Local Office of Public Work and Spatial Planning in Bogor City. The theory of this research stems from Spencer and Spencer’s theory on competency, including five dimensions, namely knowledge, skill, trait, self-concept, and motive. The method of this research is descriptive method. The samples of this research determine 54 respondents from 117 civil servants. The data of this research is collected by using the field research (observation, interview, and questionnaire) to collect primary data and the library research to collect secondary data. The data of questionnaires is analyzed by using the Weight Mean Score formula to count the mean score. The secondary data is used to enrich the discussion of this research. The result of this research indicate the mean score of civil servant competency 4.25 included in best criteria. It means that a majority of civil servants has good competency to conduct the main task and function in order to achieve the goals of the local office. Moreover, there are still some civil servants who have not competencies, as indicated in the lack of skill certificate, formal education, and training.Keywords: Competency, Human Resource, Civil Servant.
